Time versus on/off Schedules are used to control SMARTheating Zones by specifying when heating outputs should come on and go off.
The time versus on/off Schedule will work only when used to control an AHU Split Unit: other types of Object cannot be controlled using this Schedule.

As with any other type of Schedule, a time versus temperature Schedule can be modified via the | menu.
Once in the Schedules screen, look for the horizontal drag handles on the sides of each block. These can be used to resize the blocks and hence vary the on/off periods. Unlike time versus temperature Schedules, these blocks have no vertical drag handles, because the blocks only specify on and off periods, not temperatures.
